not only can there be no question of waiving the refund

but there will be violent protests against the main-

Cannot the Army tenance of the present contributions.

Council be made to understand that if obstruction of

development is removed the increased prosperity of the Colony will result in larger revenue(s) and therefore larger contribution(s) available for increased garrison.
